Meet Laura Roughton

Laura was appointed to serve as the Western Municipal Water District (WMWD) Division 4 Board Director by the Riverside County Board of Supervisors in August 2021. As a 34-year resident of Jurupa Valley, Laura has been a champion for our local community. She represents Western’s Division 4 which includes the cities of Eastvale, Jurupa Valley and Norco and works with her fellow Directors to oversee the 527 square mile area that is served by Western Municipal Water District.

Recent Awards:

- 2023 Jurupa Valley Chamber of Commerce President’s Award

- 2022 Inaugural Don Galleano Water Champion Award

​

Accomplishments on the WMWD Board:

- Supported the 2-year effort to advance Solve the Water Crisis and CA Water for All (SB366) through advocacy efforts in Washington DC and Sacramento as well as community meetings throughout Division 4.

-Invested millions of dollars including millions in grant funding, for much-needed drinking and wastewater infrastructure upgrades

-Partnered with regional agencies to advocate for more water storage facilities

-Provided resources and funding to residents and businesses for water efficiency

-Ensured our drinking water meets the highest standards

Past Experience:

- 2011 -2018 Jurupa Valley City Councilmember. Mayor 2011, 2012 and 2016

- 2017-2018 WRCOG representative to the Santa Ana Watershed Project Authority (SAWPA) One Water One Watershed (OWOW) Steering Committee during the 2-year OWOW Plan Update 2018.

- Represented Jurupa Valley on the Santa Ana River Trail and Policy Advisory Group, a 3-County group working to complete the 100 mile trail from the mountains to the sea which became the Santa Ana River Conservancy Program.

 

Current WMWD Board Involvement:

As Director and Vice President of the Western Water Board, Laura serves on Western’s Finance Committee and Community and Government Affairs Committee as well as the Rancho California Water District Joint Committee. She also serves as Western’s representative to the Chino Basin Desalter Authority and the Association of California Water Agencies Joint Powers Insurance Authority.

- Norco College President’s Advisory Committee 2019- Present

- Habitat for Humanity Board Member 2019- Present, Current Board President

- UCR Citizens University Committee 2009-2023, Past President

Laura's passion lies in serving her community whether through elected office, community volunteer opportunities or being a good neighbor. She likes to say, “It’s all about connections; to water, to people, and to community.”
